Add MOEA/D #68

It would be very nice to have MOEA/D as an option for multiobjective optimization

It'd certainly be nice to have some more multiobjective optimization algorithms; but that probably won't happen any time soon without external involvement. If you'd like to add MOEA/D yourself, we'd be glad to give you some pointers about how to make ECJ-ish code.
