Convert CFM shapefile crustal to opensha XML

As SRM team we want to extract relevant data from shapefile and write it in a format that OpenSHA can read.

• [x] Read in CFM source parameters from shapefile
• [x] Implement checks of parameters.
• [x] Write script to write out data in XML format.
