We want to be able to run an inversion with the perturbation function VARIABLE_EXPONENTIAL_SCALE which requires the variablePerturbationBasis to be set on the SimulatedAnnealing.
This change allows for using an existing rates files or calculating a default based on UCERF3 code as found by Chris Rollins.
