Implements #304

Helper classes to run inversions and build rupture sets based on historic parameters.

Offers mechanism to change input and output folders per user without polluting git commits.
Doesn't force users to use parameter files to run inversions or build rupture sets, and allows it to combine parameter files and manual setup.

This is for example to make it easier to reproduce runs from toshi.

Parameters can read in files that contain parameters copied and pasted from toshi.
Parameters.NZSHM22 is an enum with several parameter files that allow users to reproduce NZSHM22 runs.
ParameterRunner ports code from runzi to set up runners and builders with the values from Parameters.
- if users specify a .ParameterRunner.config file, they can overwrite input and output directories. The config file is ignored by git.
