Upstream hazard has changed. #322

Upstream has changes hazard results slightly. They are equal within 0.0001, but I have taken the new values to keep our test tolerance at 0.000001.

I'm not worried about this as we are not actually using opensha hazard calculations, and our integration test is only making sure that our code generates sensible hazard.

This branch will fail without the new upstream changes. And merging upstream will fail without merging this branch.
