Scroll bars improvement #783

I created a big network but it would not fit in the dafault zoom. I need to zoom out to add devices and see everything. If I zoom back to the default view, I am unable to see some devices on the side as the vertical and horizontal scroll bars do not scroll through the entire diagram. Can the scroll feature be improved please?

Those used to network diagram packages will be used to being able to use the mouse wheel to scroll vertically and SHIFT+mouse-wheel to scroll horizontally.

I think this would be a useful tweak to make the GUI more intuitive.
