vyos - add v1.3.2 and v1.3.1-S1, remove v1.3.0-epa3

Updated to the latest v1.3.2 (and v1.3.1-S1). VyOS removed the (freely available) monthly snapshots, therefore v1.3.0-epa3 has to go.
