Added basic theme component(placeholder image, menu) #18

16 에 의거하여 웹사이트에 적용될 전체적인 테마 컴포넌트(상단 제목바, 메뉴 등)을 작성하였고, placeholder용으로 사진을 넣어놨다.

상단 제목바 사진은 차후에 #15 의 결과물로 치환될 예정이다.
