Persian dictionary uses the wrong Kaf #298

The Persian dictionary uses the wrong Kaf for its words. It uses ARABIC LETTER KAF (U+0643), which is a wrong character for Persian data. As ISIRI 6219:2002, the Iranian standard on Perian character encoding based on Unicode specifies, the character should be replaced in the Persian word list by ARABIC LETTER KEHEH (U+06A9).

The mistake currently results in all Persian words using the letter Kaf come out as incorrect, while it results in Persian documents incorrectly and non-standardly using the character U+0643 possibly passing the spelling check.
