Aspell 0.60.4 x86_64 GNU/Linux aspell6-ru-0.99f7-1
Testcase:
1. Set printf to try_one_edit_word() for adding and changing letter
2. Set locale LANG=ru_RU.utf8
3. Try to check "spelling" on russian with one error. The output and result are good. BUT the topic about search efficiency. The searching for this word contains not only russian letters and that is why some scores are calculated for nothing.

OK, now I understand what you are saying.
The problem is that at the moment Aspell has no way of knowing that the Latin letters can not be part of the word. This should be fixed in one way or another for Aspell 0.61.

For what reason does replacement list contain words with letters from different language? This words are not correct and its testing is waste.
I suggest to forming replacement list according language.
