Uninitialized variable cache_wide_blocks when running without -W #10

Pilot error & insufficient local testing: cache_wide_blocks is supposed to get its Boolean value from an st.checkbox(), but this checkbox is only created when the -W commandline override option is passed (which is never the case in the cloud).

Verified as fixed, cloud deployment works.
