Add/refresh CertStatus{Changes, Date} for the sampledata #489
Now that the sample data has been refreshed (see https://github.com/GOCDB/gocdb/pull/394 and https://github.com/GOCDB/gocdb/pull/470), https://github.com/GOCDB/gocdb/blob/dev/lib/Doctrine/deploy/sampleData/CertStatusChanges.xml and https://github.com/GOCDB/gocdb/blob/dev/lib/Doctrine/deploy/sampleData/CertStatusDate.xml need refreshing and updating to the new sample data too.
