Simulation #52

This PR:

Sets up Gazebo launch and world files
Modifies sensors in ROS and URDF to enable simulation mode
Adds simulation version of Decawave interface cross-compatible with current setup

Closes #21 Closes #29

Currently includes node setup to drive the robot with a controller, but this can be easily modified or broken out to allow autonomy.

I've been able to verify depth camera operation now. At this point all of our sensors should be implemented, and with meeting suspension I'd love for other people to test this so we can start continuing development in Gazebo.
