Swift XRT alerts don't have tiles generated #9

You see cases like this: xrt

The problem is that the initial BAT tile gets put in fine, but the XRT ones delete it and then don't add anything.

For the moment I've disabled the XRT alert processing, given we always get a BAT alert beforehand and the localisation is already within a single tile I don't see the point of updating the existing alert.
