Creating contributing file to address issue https://github.com/GPUE-group/GPUE/issues/12

• I added some suggestions to the CONTRIBUTING.md file. It's still a WIP, but it's closer to what we are looking for. I don't think we need a huge contribution guide akin to much larger projects. This is meant for physics simulations on HPC applications, so we do not have as much support or as many feature requests as many other projects (currently, anyway)
• I am happy to merge this in it's current state. I think it clarifies most needs. If there is more work to be done on this, the reviewers can comment on the issue thread.
