This will allow API users to map variables across years.
Together with the variable whitelist, this should offer an overview of which variables are:
deprecated: how will we communicate this? should we even communicate this? users can extract the whitelist and compare that against the current list, subsequently assume that variables not part of the whitelist are deprecated
changed: old_variable will now inform users of variable changes
new: the red variable fields in the assessment Excel file
Given indicator variables are changed on a yearly base we would need to add a field
