Fix outlier intensities #47

For GHG and water, the api docs say there is a separate upper and lower intensity calculation to compare against upper and lower thresholds. In practice, this is not the case -- there is no lower threshold (it's 0), so there is no need for a separate intensity.

closing this as we're taking the thresholds out of the api-docs
