SES, SNS support #5

I haven't tested SNS, but I have no reason to believe that it wouldn't work.

I'm less confident about SES, because persistence not listed as supported on https://docs.localstack.cloud/references/persistence-mechanism/#supported--tested - so its implementation in localstack may not have the necessary persistence hooks set up.
