Most existing sensors that measure voltage (e.g., AMI) only report voltage magnitude. The state estimator currently only reads voltage magnitude for these measurements. Pseudo-measurements for voltage phase could improve convergence for angle states.
An alternative would be to have the state estimator read the angle from voltage measurements; however, this would require resolution to #877 on the discrepancy between voltage angles in GridLAB-D and OpenDSS.
