Update insert_measurement.py to include PowerTransformer measurements #1627

Description of Issue

Any measurement on an instance of TransformerTank doesn't get entered in GridLAB-D HELICS configuration file.

Blocked by #1706

Currently fixing through a CIMantic Graphs extension to replace insert_measurements.py
