User activation issue when added in cloud.gov #111

Description:

The new user is not able to access the deployed app on the URL without manual workaround of activating the user from the DB.

Steps to reproduce:

Add a new user to cloud.gov.
The user will be redirected back to the login page after 2-factor authentication.

Acceptance Criteria:

[ ] New user should be able to access the test environment without manually updating the DB table.
[ ] Double-check the necessary changes in both local and cloud.
[ ] Validate that all changes are covered by tests.

The root cause of this issue was identified as a deliberate check in the user management workflow, which handles tasks like user activation and assigning a producer, typically performed by an admin.

As a result, we will not proceed with any code changes at this time and will maintain the current setup, allowing the user permit into the app by updating the database as needed for the time being.
