Wonderful idea. You should take a look at www.a2jauthor.org and www.a2j.org as well. CALI has been helping courts and legal aid programs around the world since 2005 create online Guided Interviews for court forms and intake processes. Government forms have long been the central interface between government and the public. With the majority of public-government interactions now originating online, transmitting data to the government often fails to meet the public’s reasonable expectations for a quality digital experience that discharges the government’s obligation to provide essential services that cannot be obtained elsewhere. Accessing the justice system without a lawyer requires filling very complex forms that have very high-stakes for the public. Oftentimes, forms that are commonly filled out by self-represented litigants were explicitly-designed to be filled out by people with legal training. In order to put self-represented folks on equal footing with those on the other side of the courtroom, often the government itself, much more care needs to be taken to deliver an interface for transmitting data that meets the public’s expectations and reflects best practices in digital service delivery. To that end, the 10x is exploring the development of a platform that makes it simple for court jurisdictions and pro bono experts to design, develop and publish online guided interviews that help people correctly assemble the documents they need in order to advocate for themselves within the justice system.
10x has been interviewing and collaborating intensively with subject matter experts across the “Access to Justice” field, including the Legal Innovation and Technology Lab at Suffolk Law School, NCSC, LSC, DOJ Access to Justice Office, DOJ Legal Aid Interagency Roundtable, US Tax Court, Pew Charitable Trusts, various state and local court judges and administrators, and many more. The 10x team believes there is a robust community of early adopters hungry for the kinds of technical improvements that the 10x delivery team can bring to such a platform and plans to pitch a “yes” recommendation in the upcoming phase 2 close out (8/15) to release phase 3 funds for development work in conjunction with our expert collaborators.
