Following a conversation with @alyssamwong, this PR adds a bullet to the "Federal Program Name" section of the federal awards workbook doc. The program name drop-down will only be populated if the workbook can find a matching prefix.ALN program number.

@danswick Can you add a link to the cloud.gov preview site and/or some screenshots? I'm not sure what I'm reviewing here, I need a visual.

@danswick , @lauraherring , should we close this PR? It dates back to January. Or, should it update, and be merged?

@jadudm @danswick I'm not at all sure what this one is. Like I said in my previous comment, I need a screenshot or a preview link or something to know what this even is.
