Bump Workbooks from Version 1.0.4 to 1.0.5

Notable changes:

  1. Newly valid cluster name: FEDERAL MOTOR CARRIER SAFETY ASSISTANCE (FMCSA)
  2. New validations on the reference number in the CAP text and findings text workbooks

A merge here should wait until https://github.com/GSA-TTS/FAC/pull/3491 has been moved into production.

An issue was found and will be fixed by https://github.com/GSA-TTS/FAC/pull/3513. Closing this for now, pending the new set of workbooks.
