This covers the implementation related to modifications to flowchart.

[x] Implement updated logic in a new django. app called support
[x] Remove cog_over code from audit
[x] Create CognizantBaseline table for the period 2021-2026
[x] Create CognizantAssignment table to track assignment of a cog_agency to a submission, including overrides.
[x] Trigger downstream updates when cog_assignment is overridden.
[x] Implement functionality in audit to invoke cog/over determination
[x] Use signals in both audit and support to trigger actions , and thereby avoiding circular references in the models.py classes

[ ] Admin screens for a staff user to view and create CpgnizantAssignments - Must
[x] Validate cog/over logic by doing a run using 2022 submissions from census - Could
[x] Seed CognizantBaseline data with 2021-2026 spreadsheet from Census - Must
