Document SOP for loading migrated data into production #3865

Work with the team to discuss and decide on a process for loading the final migrated data into production. Once done, we'll update this issue and start loading.

Per conversation with @jadudm, we'll just follow the process we used during the initial data loading (as captured in https://github.com/GSA-TTS/FAC/issues/3365). There are three main components to this process:

  1. Loading should always be done while pairing with at least one member of @GSA-TTS/fac-admins.
  2. Follow the ssh into production protocol by capturing the data loading steps in a running notes document that includes each command used. Have your pairing partner verify each command before entering it.
  3. When complete, use the notes doc to populate a production ssh ticket.
