Address historical audits that have same number of findings and captexts but non-matching reference numbers #3885

Description: While working on https://github.com/GSA-TTS/FAC/issues/3709, found out that historical audits have the same number of captexts and findings, but the reference numbers are different. Proposed solution: Use a flag + data source to allow the audit through.
