A historical report failed to migrate with the following error message: '' is too short.
After investigating, it was discovered that the failing report had an award record with missing values for all required fields except for the CFDA and FEDERALPROGRAMNAME fields. The solution was to use the CFDA field to determine the ALN prefix value and the ALN extension. Other missing values were replaced with default values whenever possible, or with the placeholder keyword GA_MIGRATION otherwise.
