Address Historical Report With Missing Auditee Contact Title #3951

A historical report failed to migrate with the following error message: Missing required fields: Auditee contact title As the error message indicates, the report is missing a required field in audit information section. The team approved solution is to replace the missing field with GSA_MIGRATION
