Update footers to include link to privacy policy #3973

This ticket meets needs for both ATO compliance work as well as bringing fac.gov/app.fac.gov into alignment with M-23-22 Delivering a Digital-First Public Experience.

Using the image below as rough guidance:

We need to do one of two things:

  1. Explicitly link to the privacy and security policy in the site/app footer, or
  2. Update our USWDS identifier component so that it is the most recent version that includes this link.

(Perhaps #2 is misstated... but, it has been implied that (somehow) use of the USWDS identifier component automagically includes the privacy link. In which case, see #1.)
