Primary difference from the ADR issue: rather than leaving ambiguous who the official “requester” might be, this version insists that the authorizing NSAC/KSAML is the requester for our purposes. The alternative here would be to have fields for both the original correspondent and the NSAC/KSAML, and to either leave the original correspondent blank or duplicate it in the case where that individual is the NSAC/KSAML.
