Add code to automate dissemination backup, cleaning and loading to remote db. #4029

Add the following capabilities to Matt J's data loading tool in repo fac-historic-data-processing:

  1. Generate backup of dissemination tables.
  2. Clean the dissemination backups to remove set and select statements and keep only the insert statements.
  3. Restore the dissemination tables into remote database.
