thanks @gsawdshaw this is a good start! thinking we might want to package into a one pager of the potential solutions we are considering, along with (a very high level) technical effort estimate and an assessment of how each solution will/will not impact regular users trying to comment. lmk if you want to collab to put that together so that we can satisfy OIRA's questions
