Investigate new Gmail templates as an alternative to GovDelivery. #37

Talked with Tobi Pratt on alternatives to GovDelivery. There is a new feature that allows you to create newsletter templates. Only issue is how to email 4500 FDMS users without it destroying our Gmail server.

Tobi will investigate how we can leverage Google groups to make that easier.

@cassandrajHall since you are in involved in the Eblasts, I figured you would be interested in this so you are "assigned" but more for visibility, not action is required.
