Scope of FCS services for FY25/26

Coordinate with Chet and Aparna to establish scope for FAS Cloud Services (FCS) in FY25 and 26.

Background: GSA-IT previously coordinated FCS services on behalf of eRulemaking. The scope was specific to stabilization (v6) and covered for a two-year period of performance from FY23 to FY25 Q3. The Office of Corporate IT Services (IDC) coordinated with the Office of Acquisition IT Services (IDQ).

We need to establish the FCS scope for what comes next. FCS O&M labor and O&M infrastructure for ongoing operations for v6 in the cloud after we have moved out of the NCC and decommissioned v5. Any changes that would be needed to support modernization in parallel (changes to AWS boundaries/usage and any FCS professional services labor that would be needed to support).

Milestones

• [x] Engineering analysis/projection of scope and direct AWS costs (Will and Chet)
• [ ] Informed by Agile5 estimates, update AWS costs in advance of July FCS payments (annual AWS infrastructure, and 6-mo cloud rate). Coordinate with FCS team to identify any changes to 'cloud rate' costs. Identify any year over year inflation for both AWS infrastructure and cloud rate costs. (Aparna leads keeps Will informed)
• [ ] Make any necessary contract updates with the COR to reflect changes. If applicable, create/update IGCE, and create/update FCS requirements document. (Aparna and Latosha lead, and they keep Will informed)
• [ ] Coordinate with FCS COR for July PRs. See how far ahead that we can pay for AWS infrastructure costs. (Latosha supports).

@gsawdshaw Thanks for the quick turnaround. Keeping the card status as 'in progress' untill I have more fidelity in the projected FCS costs. Please keep an open line of communication with Aparna until the cost projections are wrapped up. I'll cc' you on email correspondence to Aparna.
