Projected costs for FY24 calculated using Holly Douglas' formulation. DHS initiated the G-invoicing for FY24 cost ($75K) and provided snapshot. HUD approved of annual cost ($69K) and consented for GSA to proceed with initiating the G-invoice. I replied and copied Shelley Goss (BizOps). No response from FTC.

Guidance from OGC on Docket Service SLA language required:

Good evening all !

I used the HUD SLA you sent below to gain OGC approval for all Docket Services SLAs (assuming you're going to use it as a template to create the other 3?).

They came back with this requested change: Add a bone fide need statement with wording such as: "partnering agency needs electronic docket center for management of online, government-wide records for Regulatory Matters for .. (insert what/why this is needed)" After making that change, please send it back to me, then I'll send it back to the lawyer (this is why the program office will do legal approvals on the work statements for FY25 lol..), and hopefully secure their final approval. At that point, we'll be good to go on HUD - yay! But I'll need you to then please use that approved template to create the other 3 SLAs (for FTC, DHS, and DOL).

Tobias has action to provide verbiage. I will update FTC and DHS SLAs for FY24 and template for future FY SLAs.

Budget review meeting with BizOps, OROS VMBO & eR Thurs 8/8/2024. Status of SLAs: still in review with OGC but no delays expected. Emphasized to BizOps that only (3) of current (4) SLAs are annual agreements. Opportunities are likely for additional SLAs to initiate anytime during a FY and may only be for short (months) durations. SLAs cannot be a "template" as the Agency's specific performance measures for document/comments processing are detailed within the respecitive documents. All agreed.

Shelley Goss requested the FY24 SLA for FTC 8/13/2024. Holly Douglas has not provided a link or copy of the signed FY24 FTC SLA. I recreated a draft FY24 SLA for FTC using the FY24 HUD SLA (not sure if specific performance metrics are the same). Tobias also reached out to Holly Douglas for signed SLA. Awaiting guidance.
