Privacy and Civil Liberties Oversight Board (PCLOB) cannot view/process comments #90

Helpdesk Email below: We received a request from Oscar Smith (oscar.smith@gsa.gov) to view the comments for PCLOB-2024-01, I found that there were no accounts outside of the help desk accounts, similar to USAGM.

When looking into this ID, I was able to find the Federal Register Notice as well as the document in the agencies FR Feed, however I am unsure who to contact to help properly move this document and process the 5 comments received.

Additionally, if Oscar will need access to FDMS for PCLOB, either himself or another user will need to be made an Agency Administrator.

I am reaching out from the eRulemaking Program Management Office on behalf of our FDMS Helpdesk. Per request from [oscar.smith@gsa.gov](mailto:oscar.smith@gsa.gov) below, we do not have any of the FDMS roles assigned (i.e. Agency Admin, Rule Writer, etc) to PCLOB that are required for your organization to review or process comments. Please work with [robert.coy@gsa.gov](mailto:robert.coy@gsa.gov) from our Help desk to get the appropriate resources assigned to the required system roles. If any of your resources require training to understand the assigned roles. Please let me know.

Agile5 Training Lead (Heidi Griffith) linked a call between PMO and Lois Mandell-MVCB. Lois shared that her organization provides publishing and comment processing services for PCLOB. Oscar Smith is new to PCLOB and may not have known to reach out to Lois. Lois said it's been some time and updates within FDMS may have not linked her team's accounts to PCLOB. Heidi submitted a ticket to assign Lois as PCLOB Agency Admin and the other team members as Docket Managers to process the comments for the open docket (PCLOB-2024-01). Changes should be effective by Wed, 7/10/2024.
