Packaging patterns (needs discovery work) #195

Aim to reorganize the way patterns/components are structured in the repo. Potentially package each and push to repo like npm, in theory you could use multiple versions in the same install, avoid breaking old guided interviews with platform updates.

When do we need this? Are there underlying architectural solutions needed or that will obviate this work? Calls for progress on modeling config data schemes How do data modeling choices impact testing and migration strategy?

Design Qs Do we fully* understand how USWDS/VA Forms are using their patterns and components?
