Clarify this is not officially a cloud.gov supported project #14

We are struggling with the assumption by cloud.gov clients that this is officially supported by our team.

Until or unless there is a time in which cloud.gov can build expertise with this proxy and possibly ownership, we would like to add some verbiage to the readme to clarify this to users.

@rbogle & @mogul ping me (@GSA/data-gov-support) in future if you have any more PRs. We could also grant a login team write access if this current setup becomes a bottleneck.

We should probably move the repository to the GSA-TTS org. That will better represent the "owner" and give us a better shot at having a team made of people from across programs, able to have Write permissions.

That's a great idea @mogul! I will discuss with @hkdctol and datagov team at sync and then, if that's a go, I can at minimum make a ticket to complete this in the new year.
