Basically adds some stub config files and references to them in fluentbit.conf, so a project can supply its own additions without having to modify any files provided by this repo.
I also updated the TROUBLESHOOTING.md file based on our recent session (and on the fact that most of what it documented was troubleshooting the nrlogs plugin, which we are no longer using).
