Add DNSSEC signing for subdomains corresponding to provisioned clusters

This is a draft until we've migrated over to the ssb-dev.data.gov subdomain and verified a full chain of trust locally.

• [x] Add a test for DNSSEC chain of trust validity.
• [x] Submit a change request to provision ssb-dev.data.gov.
• [x] Move the dev deployment from ssb-dev.datagov.us to ssb-dev.data.gov.
