Upgrade all the things #73

Now that Terraform 1.1+ is supported by the CSB, I'm upgrading the EKS module to the latest version, and also updating providers wherever I can.

I'm marking this ready for review.

Note that while it's passing tests, it's also leaking a few resources. I will work on addressing that via #3617, which seems to be the root cause.

Meanwhile, let's get this merged and tagged so we can try an SSB deployment.
