Make the last updated dynamic.

Use 11ty's Last Modified variable for dates.

We should add this to the standards pages too. I'm not sure where though. Seems like users appreciate date information at the top, but that might not be the best thing for this type of relatively stable and brief page.

How about I put it at the top near the title AND at the bottom. We can test both with user testing?

Thanks! Let's keep it at the bottom for now. We're going to have DX Council folks looking at these pages this week and I'd prefer not to have two dates on the page.
