Training? - What might we need in terms of training and implementation prep for the agencies?

• Change Management
• Agile?

From the decision doc: "Most agencies work on a waterfall model but is there a possibility to provide training and help agencies move to an agile process which will make it easier for them to implement new standards as they come out?"
