TL;DR - About 28% (!) of apex domains (e.g. agency.gov) don't return the same result if you use a www. (www.agency.gov) or leave it out (agency.gov). 12% of subdomains require www. before them (e.g. www.x.agency.gov will resolve but x.agency.gov won't).
