Set up Search.gov account for the search form #72

Before launch, we will need to sign up for a search.gov account and configure the search form and site settings. Instructions here: https://search.gov/get-started/searchgov-for-cloudgov-pages.html

Opened account and got an "access key" see repo environment variables.

Trying to figure out how to avoid hardcoding it
