In order to ensure offices and sub-agencies can be found quickly, a search for an office code should turn up the related office.

Here's a screenshot showing that elements of the agency name will work, while typing the agency's office code will not.

The key thing is to start thinking of the office code as "part of" the agency or sub-agency name. So the strings would be something like:
