Even if coordination has ended, the participants may want to record that the Lead Agency changed for record-keeping purposes.
In BDD:
GIVEN a LACR where the Lead Agency in the blue table at the top of a LACR has already been set
AND the LACR is no longer in Active Coordination
WHEN I click the Lead Agency field
THEN I should be able to set a different agency
BUT the Lead Agency field is disabled.
