Background Information

We've been using a Google Form+Sheet+Script, and have reached its functional limitations. Taking a lot of work to implement basic things/changes.

Implementation Steps

[ ] Determine how we want to handle as part of workflow:
- [ ] FITARA
- [ ] 889
- [ ] Tax exemption
[ ] Follow-up issues created for implementation

Acceptance Criteria

[ ] We have consensus on which system we want to use

Talked with @MeganReedGSA: Going to watch and see how things go with TTS use of Salesforce (for Opportunity Tracker + Customer Relationship Management (OT-CRM)) and ServiceNow (https://github.com/18F/tts-tech-portfolio/issues/1300) to see if either would be a good option to build out a more robust/unified acquisitions workflow.
