Now that we have GCP and Azure integrated with GSA's Active Directory and Gsuite

Implementation Steps

[x] GCP Account creation Documentation updated
[ ] Azure Account creation Documentation updated
[ ] Make @afeld user with same billing ownership

Acceptance Criteria
